    Abu Dhabi issues new framework for testing autonomous, remotely operated marine vessels

    Abu Dhabi has issued a new regulatory framework governing the testing of autonomous and remotely operated small marine vessels across the emirate.

    The framework aims to ensure that innovation and maritime safety go hand in hand. The mechanism will ensure that testing autonomous vessels safeguard maritime navigation, human life, property, and the marine ecosystem.

    The new manual of ‘Requirements and Controls for Testing Autonomous Marine Crafts’ includes a mandatory permitting system to regulate all testing activities and ensure compliance with defined controls and procedures.

    It lays out obligations for permit applicants and marine craft operators, and also introduces structured processes to ensure testing is conducted safely, systematically, and without disrupting existing maritime operations.

    The manual’s provisions also mandate appropriate insurance coverage and cybersecurity protections. The Department of Municipalities and Transport issued this manual under the supervision of the Smart and Autonomous Systems Council (SASC).
